The Massachusetts Prohibited Plant List has been updated as of December 8, 2025 to include three additional species (see below). Species on this list are banned from sale. This ban covers purchase, import, propagation, and related activities, and includes all cultivars, varieties and hybrids of the species listed.
There will be a phase-out period for these newly listed species, so that Massachusetts nurseries and agents can sell off existing stock that was received or propagated before December 8, 2025. The schedule for this phase-out is listed below:
Common Name | Scientific Name | Deadline for import/ propagation | Deadline for all sales |
Black alder, European alder | Alnus glutinosa | 12/8/2025 | 12/31/2028 |
Chinese silver grass, Eulalia, maiden grass | Miscanthus sinensis | 12/8/2025 | 12/31/2026 |
Jetbead, white Kerria, jetberry bush | Rhodotypos scandens | 12/8/2025 | 12/31/2027 |
Imports of these species from out-of-state growers or sellers are prohibited as of December 8, 2025 – there is no phase-out period for imports.
